(On the other hand,) the positive results of a society populated mostly by people who are serious about cultivating wisdom and spiritual understanding should be clear. If the citizens are peaceful, satisfied, respectful of others, compassionate, selfless, and so on, then society will be progressive both materially and spiritually.

A blazing fire and the individual sparks which emanate from it are both fire. This cannot be denied. Each individual spark possesses heat and light and the gigantic blazing fire also possesses heat and light. Since the quantity of heat and light are different within the spark and the fire, however, different things may affect the spark and the raging fire quite differently. For example, if you take a single drop of water and place it on the spark, it will immediately extinguish the spark. If you take the same drop of water and throw it at a raging fire, however, it will be evaporated before it even reaches the fire. Similarly, you can use a piece of wood to push a small spark around or move it to another location, but you can certainly not do the same thing to a big fire. If you try to move the big fire with a stick, it wil1 simply burn the stick to ashes. It would be a contradiction to declare that a small stick can control or manipulate a raging fire, but it is no contradiction to declare that the small stick can control a tiny spark. Similarly, it is not contradictory to state that the individual soul can be influenced by ignorance, but not the Supreme Soul. In the Bhagavad-gita it is quite clearly stated that the living entities are struggling with material nature.28 It is also stated that the Supreme Personality of Godhead is on top of the material nature, in control of it.29

Any person who is able to recognize the fact that he is controlled by material nature should be able to easily appreciate the fact that he is not God. Similarly, any being who recognizes that his own knowledge is limited should understand the fact that he is not God. If each of us were in fact God, there would be no question of our being influenced by ignorance. This is confirmed in the Srimad Bhagavatam.30
